Hon. Chiedu Ebie Esq. hails from Agbor-Alidinma in Ika South Local Government Area of Delta State. Before his appointment as Secretary to the Delta State Government, was the immediate past Commissioner for Basic and Secondary Education where he was instrumental to the massive infrastructural upgrade in public primary and secondary schools in the state.

Prior to his appointment as a Commissioner in 2015, Chiedu Ebie was the Managing Director/CEO of Millennium Oil & Gas Company Limited (MOGCL), where he lead a wholly domestically owned company operating under the umbrella of Nigeria’s indigenization program in exploring and producing hydrocarbon resources.

Mr. Ebie directed MOGCL operations in a way that integrated the strategic considerations of industry partners and stakeholders.

He attended the University of Benin, from 1986 to 1991 and graduated with a Bachelor of Laws (LL.B) and proceeded to the Nigeria Law School between 1991 to 1992 where he was called to the Nigerian Bar.

Prior to his becoming Managing Director of (MOGCL) and Mr Ebie had past experience guiding the boutique law firm Okonjo, Odiawa & Ebie – Legal Practitioners. He also played a vital role in launching This Day Newspapers, published by Leaders & Company Limited. The publication has achieved recognition as one of Nigeria’s leading news sources.

Away from work, Chiedu Ebie spends his time maintaining his health through exercise and healthful eating. He also enjoys following Manchester United, his favorite soccer team, though he remains loyal to his home country of Nigeria and follows the politics and current affairs of his country very closely.

ACHIEVEMENTS
After completing the National Youth Service Corps Programme in 1986, Mr. Edevbie departed Nigeria for UK for further studies. Between 1987 and 1988 he attended the Cardiff Business School, University of Wales, where he obtained a Masters in Business Administration (MBA) majoring in International Corporate Finance.
On completion of his academic studies, Mr. Edevbie joined Barclays Bank Plc, London as a trainee through the banks acclaimed Management Development Programme. Whilst on the programme, he studied and passed in record time, all the qualifying examinations leading to admission as an Associate of the Chartered Institute of Bankers (England & Wales) in early 1990. Simultaneously, he was admitted as a Member of the Chartered Institute of Marketing after passing all qualifying examinations. Between 1988 and 1992, he rose to the position of Manager Assistant, Corporate lending having performed brilliantly in several other challenging positions in Barclay’s Bank.
In late 1992, Mr. Edevbie joined Hill Samuel, a traditional U.K. Merchant Bank, as a Corporate Finance Executive. A year later, Mr. Edevbie transferred to the Commercial Banking arm of the bank and by 1995 he had risen to the position of Manager, Corporate Recoveries Department with responsibilities for daily management of £60 million (N19 billion) portfolio of bad and non-performing loans and developing, implementing and monitoring appropriate recovery strategies.
Following the same path of other notable Nigerians such as Chief Emeka Anyaoku and the late Mr. Gamaliel Onosode, in March 1995, he joined the Commonwealth Development Corporation (CDC), UK (now known as ACTIS) as an Investment Officer responsible for the Asia and Pacific Regions. Areas of specific responsibilities included appraising new investments, developing and implementing country strategy recommendations as well as planning and coordinating CDC equity investment realizations.
In 1996, he was promoted to Deputy Country Head, Philippines and was responsible for setting up the CDC Philippines Country Office in Manila. In that capacity, he was in charge of developing new business opportunities. He also managed a portfolio of loans, quasi-equity and equity investments valued at about US $200m (N63 billion) and represented CDC on the boards of several investee companies, notably power, telecommunications and Venture Capital companies to mention a few.
In March 1998, Mr. Edevbie returned to the CDC London Office and was subsequently promoted to Investment Manager, a position that entailed originating new businesses within the Mineral, Oil & Gas Sectors of emerging markets. In addition, Mr. Edevbie was involved in managing CDC’s existing portfolio of investments in these sectors and implementing appropriate exit strategies. This job took Mr. Edevbie to virtually every continent of the world operating in very diverse sectors of the economies of both developing and developed countries. During his time with CDC, he acquired significant project finance expertise by directly participating in several high profile project financing deals in diverse sectors such as Power, Oil & Gas, Mining, Health, Telecommunication, Financial Markets, Hotels etc.
This was the wealth of private sector experience that Mr. Edevbie was called upon in June 1999 to bring to bear on the management of the finances of Delta State and in planning its economic development. His appointment as Honorable Commissioner for Finance and Economic Planning by the Governor was considered a political masterstroke at the time.
Exuding abundant confidence and dynamism, Mr. Edevbie transformed work attitudes, increased the efficiency and effectiveness of the Ministry and modernized its information and cash management systems. During his tenure among other things, Mr. Edevbie ensured the timely preparation and publication of the Delta State Governments Audited Accounts (the first State in the country to do so at the time), designed and implemented the government’s privatization policy, established the highly successful Delta State Small Business Loan Guarantee Scheme and successfully obtained an A+ International Credit Rating for Delta State thereby becoming the first government in the country to do so. At the end of the first tenure in 2003, David Edevbie took a break to attend the prestigious Harvard Business School Advanced Management Programme (AMP) to prepare himself for higher profile duties. On completion of the programme, David was reappointed as Commissioner of Finance and remained in office until November 2005.
In late 2006, in recognition of his strong interpersonal skills and proven abilities to plan, organize and coordinate activities, Mr. Edevbie was invited by one of PDP’s presidential candidates, Governor Umaru Musa Yaradua to join his small campaign team as Director of Finance and Strategy. As a founding member of the highly successful campaign team, Mr. Edevbie was responsible for coordinating the campaign and ensuring that its operations were properly funded. In addition to providing leadership and direction to finance and administration staff and ensuring that the campaign was successful, he was also responsible for developing and implementing an effective system of accounting and managing the payroll system. He was equally responsible for the development and implementation of campaign strategies which enabled Yaradua to be chosen as the Presidential Candidate in December 2006 PDP primaries and subsequently win the April 2007 Presidential elections. Notably, Mr. Edevbie conceptualized and designed the highly successful 7 Point Agenda campaign slogan and was responsible for comprehensively articulating the policy priorities of the President- elect in a development blue print document titled “The Nigerian Project Agenda”.
In July 2008, in recognition of the significant role played in the Presidential Campaign organization, President Yaradua appointed Mr. Edevbie as Principal Secretary replacing the out-going Chief of Staff, Gen. Mohammed. Among his many accomplishments, Mr. Edevbie restructured the State House and made its operations more professional. Activities were restructured to reflect the President’s style, improve the speed of decision making and to reflect the administration’s policies.
Professional staff and experts were recruited from the private sector to improve the quality of the decision making process. In addition, Mr. Edevbie played a key role in developing and implementing several policy initiatives such as the Niger Delta Amnesty Programme, Establishment of ICRC, creation of the Ministry of Niger Delta, introduction of the Land Reform and Petroleum Industry Bills, dredging of the lower River Niger, National Railway Development Programme, and Civil Service and Electoral Reforms. Mr. Edevbie remained in the Presidency until President Yaradua’s death in April 2010.
Following Mr. Edevbie’s resignation as the Principal Secretary, he became the Principal Consultant at AvantGarde Financial Consultants an indigenous consulting firm focused on providing world-class project finance advice and monitoring services, a firm he served till August 2015.
In September 2015, Mr. Edevbie was re-appointed as the Honorable Commissioner of Finance, Delta State, a position he holds till date.
