Delta Speaker, 21 other PDP members defect to APC

 

Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, along with twenty-one other former members of the Peoples Democratic Party (PDP), elected into the Assembly has officially defected to the All Progressives Congress (APC), following a major realignment of political stakeholders across the state. 

The defection of the twenty-two lawmakers has effectively transformed the Delta State House of Assembly into a one-party legislature, as the remaining seven members were originally elected on the ticket of the APC. 

Announcing the development on Tuesday during the resumption of plenary after the Easter break, the Speaker stated that the decision was the result of extensive consultations with their constituents and political leaders throughout the state. 

He emphasized that the move aligned with Section 109 of the 1999 Constitution, as amended. 

While expressing appreciation to members for their contributions so far, Guwor urged the House to ensure the completion of all pending bills as the second legislative session nears its end. 

He noted that the political shift towards the APC was in response to the realignment of stakeholders and the desire to align with the Federal Government under President Bola Tinubu’s leadership. 

"The mass defection of members of the Peoples Democratic Party, led by Governor Sheriff Oborevwori, to the All Progressives Congress was made in the overall interest of Deltans and the state," the Speaker said. 

He explained that the decision followed extensive consultations held on April 23 and which cumulated on the official reception on April 28, 2025, at the Government House and the Cenotaph, respectively.

He said: "We are fully committed to partnering with the Federal Government to deliver greater development to Deltans. 

"On behalf of the House, I commend the courage and visionary leadership of our Governor, Rt. Hon. Sheriff Oborevwori, in making this strategic and timely decision. 

"As a legislative body, we stand with His Excellency in this endeavour. This renewed partnership between the state and Federal Government must be supported and allowed to flourish, so that we can begin to enjoy its benefits in the shortest possible time." 

He informed the House that he had received twenty-two letters (including his own) notifying of the change of party affiliation from the PDP to the APC. 

The defection, he said, was driven by instability within the PDP’s national leadership and factional divisions within the South-South Zonal Executive Committee, leading to internal conflicts and disunity within the party. 

Citing Section 109(1)(g) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), the Speaker affirmed the constitutional basis for the defection. 

"With this action, the Delta State House of Assembly is now composed entirely of members from the All Progressives Congress. We thank our constituents for endorsing this progressive course of action". 

A motion to adopt the letters of party change was moved by the Majority Leader, Hon. Emeka Nwaobi, and seconded by Hon. Ferguson Onwo, who represents Isoko South II. 

Speaking to journalists after the plenary, the Majority Leader, Hon Emeka Nwaobi reiterated that the defection was prompted by the crisis within the PDP. 

"Our decision was based on the instability at the national level and the factionalization at the South-South level. Consequently, we chose to move to the ruling All Progressives Congress, in accordance with Section 109 of the 1999 Constitution, as amended," he said.

In celebration of World Asthma Day 2025, the Global Initiative for Asthma (GINA) has chosen the theme “Make Inhaled Treatments Accessible for ALL”. GINA emphasizes the need to ensure that people with asthma can access inhaled medications that are essential both for controlling the underlying disease and treating attacks.

Asthma attacks cause great distress for sufferers and their carers, and these attacks may result in hospital admission and, in some cases, death. Inhaled corticosteroid-containing medications prevent asthma attacks by treating the underlying inflammation that causes asthma.

Doctors and allied health care professionals are called upon to ensure that every person with asthma is prescribed evidence-based, essential, inhaled corticosteroid-containing medication in addition to (or in combination with) reliever medication, to prevent the continuing avoidable morbidity and mortality from asthma.

Asthma is one of the most common chronic non-communicable diseases that affects over 260 million people and is responsible for over 450,000 deaths each year worldwide. Most of these deaths are preventable.

In low-middle-income countries, lack of availability or high cost of inhaled medicines, especially inhaled corticosteroid-containing inhalers, are major contributors to the fact that 96% of global asthma deaths occur in these countries.

Even in high income countries, high costs can mean that many people with asthma have limited access to essential inhaled medicines, resulting in poorly controlled asthma and preventable asthma deaths.

Policy makers, governments, payers, pharmaceutical industry manufacturers and suppliers are called upon to increase their awareness of the continuing preventable morbidity and mortality associated with asthma in spite of the existence of evidence based, highly effective management of asthma.

We call on everyone to increase their efforts to “Make Inhaled Treatments Accessible for ALL”, in all countries throughout the world.

Understanding the Role of Hand Hygiene

Hand hygiene refers to the practice of cleaning hands to remove dirt, soil, and microorganisms. In healthcare settings, this is vital for reducing the risk of healthcare-associated infections (HAIs), which can have severe consequences for patients, including prolonged hospital stays, increased healthcare costs, and higher morbidity and mortality rates. The World Health Organization (WHO) identifies five critical moments for hand hygiene in clinical practice:

2. Before aseptic tasks (e.g., inserting a catheter)

3. After bodily fluid exposure risk (e.g., after touching wounds or changing dressings)

4. After patient contact

5. After contact with the patient’s surroundings

These moments provide a framework for healthcare professionals to implement effective hand hygiene practices consistently.

The Limitations of Gloves

While gloves are an essential component of infection control, they are not infallible. Several factors contribute to the limitations of glove use:

1. Micro-perforations:  Even the best quality gloves can have microscopic defects that allow pathogens to pass through.

2. Contamination: Gloves can become contaminated during procedures or when healthcare providers touch surfaces or items in the clinical environment.

3. Improper Use:  Not changing gloves between patient interactions or failing to perform hand hygiene after glove removal can increase the risk of cross-contamination.

4. False Sense of Security: Relying solely on gloves can lead to negligence in practicing hand hygiene. Healthcare providers may mistakenly believe they are protected from infections, leading to lapses in handwashing or sanitizing.

 Best Practices for Hand Hygiene

To enhance patient safety and minimize infection risk, healthcare professionals should follow evidence-based hand hygiene best practices:

1. Regular Training and Education: Continuous education on the importance of hand hygiene and the proper techniques for handwashing and sanitization should be prioritized within healthcare organizations.

  

2. Accessibility of Hand Hygiene Supplies: Facilities should ensure that sinks, alcohol-based hand sanitizers, and other necessary supplies are readily available and accessible throughout the clinical setting.

3. Monitoring and Feedback: Implementing surveillance systems can help track hand hygiene compliance, providing feedback to healthcare workers to reinforce positive behaviors and address gaps in practice.

4. Incorporating Hand Hygiene into Culture: Establishing a culture that prioritizes hand hygiene is essential. This can be achieved by promoting leadership engagement, peer accountability, and recognizing and rewarding compliance.

5. Use of Technology: Leveraging technology, such as hand hygiene monitoring systems (e.g., RFID or electronic compliance tracking), can provide real-time data and reminders to improve adherence rates among healthcare personnel.
