Preamble: The National Association of Resident Doctors of Nigeria (NARD) held her National Executive Council (NEC) Meeting from the 28th of July -2nd August, 2015 at Obafemi Awolowo University Teaching Hospital Complex lIe-lfe Osun State. 

The Opening Ceremony featured a public lecture with theme: A VIBRANT ,RESIDENCY TRAINING PROGRAMME:An imperative for national development. 

Subthemes: 
1.  ETHICAL CHALLENGES OF 21 5T CENTURY MEDICAL PRACTICE 
2.  JOB PROSPECT POST RESIDENCY TRAINING. 

The Chairman of the opening ceremony was Prof. Roland Ndoma-Egba , while the speakers were Prof. Friday E. Okonofua, Prof. A.O. Malomoand Dr. Wale Okediran, important dignitaries who were also in attendance were the OAUTHC CMD Prof. VA Adetiloye and NMA Osun State Chairman Dr. Suraj Ogunyemi, 

This was then followed by the business session, which was well attended by delegates from various centers across the country. 

OBSERVATIONS 
i.   That funding for residency training was not captured in the 2015 Appropriation. 
ii.   That there are pockets of strike action in various federal and state hospitals in tbe country following the refusal of some Chief Medical Directors/Medical Directors to implement the directive of the Federal Government on the Adjustment of Grade level of doctors. 
iii. That the refusal of these CMDs/MDs to obey the directive of the FG has caused untoward hardships for the teeming members of the Nigerian public in accessing affordable health care. 
iv.   The continuous. intervention of the Federal Ministry of Health in resolving the current impasse in the interest of the public. We thus acknowledge the Circular of 29th July, 2015 referenced C. 22621T/111 which to all intents and purposes has clearly directed the CMDs/MDs to commence immediate  implementation of Skipping for doctors. 
v.   That some state governments are still owing doctors in their employ their necessary emolument ranging variously from two (2) to eight (8) months and that this has continuously endangered the economic situation of our members in these states. 


RESOLUTIONS 
1.  That the National Association of Resident Doctors reaffirms her commitment to the government of President Muhammadu Buhari towards the achievement of its set objectives in the interest of all Nigerians home and abroad. 
2.  That we appeal to the Federal government to make provisions for residency training in the2016 budget. 
3.  NARD directs her local centers on strike to immediately engage their various hospital management with the circular (referenced C.2262IT/111 and dated 29th July 2015) with a view to restoring services as soon as the managements commence implementation ofthe directive. 
4.  NARD appreciates the CMDs/MDs who have complied with the Federal Government directive thereby averting the avoidable crises that have bedeviled the other Federal Tertiary Hospitals where their CMDs/MDs have refused to implement same. 
5.  The erring CMDs/MDs should in the interest of Nigerians ensure immediate compliance with all Federal Government directives especially the above referenced circular. 
6.  That we once again appeal to these CMDs/MDs notably Prof. Temitope Alonge of the University College Hospitallbadan; Prof. Chris Bode of the Lagos University Teaching Hospital, Prof M.a. Ibadin of the University of Benin Teaching Hospital amongst others to desist from their gross disregard of the Federal Government directive in the interest of the Nigerian public who are the direct victims of their high-handedness. 
7.  NARD calls on the Federal Government to immediately institute a forensic personnel audit of the Federal Tertiary Hospitals in order to establish the - true personnel spending, plugging all leakages and reinvesting for the manpower and infrastructural development in the sector. 
8.  We plead with state governments owing salary arrears particularly Osun, Oyo, Imo and Abia States to pay all outstanding emoluments of our members and other civil servants. We also appeal to states that are yet to implement the corrected CON MESS Circular of 2014 and skipping to promptly do so in the spirit of industrial harmony. 
9.  That the National body will resist every form of victimization, intimidation and harassment of our members by any Hospital management with all the 
seriousness it requires. 

APPRECIATIONS
The National body appreciates His Excellency Governor Akinwumi Ambode of Lagos State for fulfillment of his promises with respect to the pust towards the completed resolution of outstanding issues with Lagos State doctors.

NARD  also appreciates the overwhelming support and hospitality of the good people of Osun State.
